At the meeting with Governor Fukuda Tomikazu, Prime Minister Pham Minh Chinh introduced in the delegation were leaders of many localities of Vietnam, including Vinh Phuc, Bac Ninh, Hung Yen, Thanh Hoa, Thua Thien Hue, Da Nang, and Binh Dinh., Phu Yen, is the representative of the provinces and cities that have many cooperation relations with Japan. Expressing his pleasure to visit Tochigi province, the Prime Minister thanked the delegation for the warm and respectful welcome, expressed his impression of modern, sustainable development, harmony between economy and society and balance between industry, agriculture and services; welcomed the positive development of cooperation relations between Tochigi province and Vietnamese localities, including the signing of a memorandum of cooperation with Vinh Phuc province during this visit, thereby making practical contributions to the country. The strong, extensive and substantive development in all fields of the Vietnam - Japan friendship cooperation relationship.

Prime Minister Pham Minh Chinh highly appreciated Governor Fukuda's good feelings for Vietnam; Thank you to the Governor and Tochigi province for creating favorable conditions for the Vietnamese community to live, study and work in the province during the Covid-19 epidemic. On this occasion, the Prime Minister proposed the Governor of Tochigi province to expand exchanges, cooperation and investment with many localities of Vietnam in order to effectively exploit all potentials and available cooperation mechanisms, experience in sustainable development, through promoting exchange activities, exchange delegations at all levels; supporting the province's enterprises to strengthen economic, trade and investment cooperation with Vietnam, especially in the fields of the province's strengths such as medical equipment manufacturing, manufacturing, agriculture...; increase the reception of technical interns and Vietnamese laborers to work in the province; promote tourism cooperation, exchange activities, understanding and friendship between the peoples of the two countries.

Emphasizing that the potential for cooperation between the two sides is still very large, Vietnam has strengths and advantages in politics, diplomacy, and institutions that have been gradually improved towards integration, the Prime Minister affirmed that the Vietnamese Government is ready to create all favorable conditions for Tochigi province's businesses to invest and do business successfully in Vietnam, especially in recovering socio-economic development after the Covid-19 pandemic. Governor Fukuda expressed his honor to welcome Prime Minister Pham Minh Chinh and high-ranking Vietnamese delegation to visit; said Tochigi has the 3rd highest per capita income among Japanese localities. Mr. Fukuda reported to the Prime Minister on the cooperation situation between Tochigi province and Vietnam in the past time; said that currently there are 22 enterprises of the province investing in Vietnam, the Vietnamese community is currently the largest expat community in Tochigi province with 8,000 people; affirmed that Tochigi province wishes to strengthen cooperation with many more localities of Vietnam, wants to receive more high-quality workers and Vietnamese technical interns to work in the province.
