The S&T market development strategy for the period 2021-2030 is determined by the Ministry of Science and Technology to focus on promoting the development of supply and demand, linking, towards synchronizing the S&T market with commodity, labor and financial markets. main.

Technology transaction value increases by 22%/ year on average

According to Deputy Minister of Science and Technology Tran Van Tung, in recent years, the S&T market has achieved many encouraging results. The rate of increase in technology transaction value on average in the period 2011-2020 is 22% per year. In which, some industries with high growth, including electricity, electronics and computer with 46% growth; wood and paper processing industry (29%), food processing industry (28%) ...

Currently there are more than 800 S&T market intermediaries. In particular, the number of technology exchanges has also developed strongly, if before 2015 there were only 8 technology exchanges, in the period 2015-2020, 20 geospatial technology exchanges were formed. A trading floor in the Northern Coast region and 1 trading floor in the Mekong River Delta are in the stage of establishment.

Along with the development of traditional intermediaries, the new type of organizations has also grown strongly with 69 incubators, 28 business promotion programs, 186 types of co-working space. Commercialization of research results from the institute and university sector tends to change positively. Many research results have been transferred to businesses with revenue up to tens or even hundreds of billion dong. Typically in the period 2009-2019, Ho Chi Minh City University of Technology has revenue from technology transfer activities of about 1,300 billion.

In addition, after 5 years (2016-2020) implementing the S&T market development program to 2020 (Program 2075), 63 tasks/ 500 registration proposals have been approved with a total budget of 340 billion VND. VND, including 194 billion VND from the state budget (accounting for about 55%), the remaining about 45% of the funding source is reciprocal from the businesses participating in the task. Although achieving certain results, in fact the domestic S&T market has not developed properly with the potential of supply and demand.

In Hanoi, S&T market development is one of the key contents in the city's S&T development strategy. However, according to the assessment of Hanoi City Party Committee, the S&T market of the Capital is still fragmented, not fully converging market factors, the efficiency is not high; the role of intermediaries, technology transfer consultants is still fuzzy, especially organizations with the function of technology evaluation, valuation, technology transfer promotion and environment ...

The number of international scientific publications in Hanoi ranks second in the country, but the transfer of its application into practice is still limited. The replication of research models, especially in agricultural production, is still slow. As of November 30, 2020, the Hanoi Department of Science and Technology has granted operation registration to 665 S&T organizations, about 70% of which have registered to operate "technology transfer consultancy". However, according to periodic reports (once a year) of the units sent back there is no results of this activity. The number of business incubators (BI), technology incubators, business promotion organizations (BA) in the area are small due to the incomplete, incomplete legal framework of these types ...

From the perspective of institute - school, Dr. Do Thi Hai Ninh, Director of Training - International Cooperation (Institute of Innovation, University of Economics Ho Chi Minh City) confided: “Research to be commercialized must come from the needs of market. However, at present, the research of many lecturers, even mine, does not come from market demand but from academia, so it cannot be commercialized.

Dr. Do Thi Hai Ninh said that in Vietnam, the commercialization of research results from universities and research institutes is still ineffective and has not received adequate attention from stakeholders. Universities in Vietnam are still focused and considered the vital goal to carry out training tasks. Meanwhile, at universities around the world and the region, research activities are a guideline for training activities and promote economic development. Typically Israel is one of the successful developed countries to commercialize S&T activities when about 75% of inventions created by universities are brought into commercialization. Although Vietnam's universities have promoted scientific research activities, only 5% -10% of the research topics have been applied to production and business.

In addition to the problems of many S&T research results that do not have good commercialization potential, the innovation capacity of enterprises is still low, the connection environment between universities and businesses is still poor. Considering the problem of lecturers, researchers, experts still have the habit of announcing without listening to the voice of enterprises, not understanding the needs of the market and especially the lack of knowledge in issues related to intellectual property rights, regulations on the distribution of profits in S&T transfer activities ...

Solve the "problem" of commercialization of S&T products, according to Dr. Do Thi Hai Ninh, it is necessary to build and complete S&T intermediary centers and organizations in universities and research institutions. Promoting cooperation between schools - managers - businesses will contribute to increasing the commercialization of scientific and technological products.

According to Deputy Minister Tran Van Tung, the orientation of the Ministry of Science and Technology in the coming time is to support topics stemming from the needs of businesses and society, how to make technology transactions in the markets. Exciting, putting on the stock exchange, buying and selling on technology exchanges ... having a strong impact on the operation of the business, then it will be valuable.
